Is CBD Legal in Japan?
In short, yes but under certain restrictions. CBD ingredients are not illegal under the Cannabis Control Act enacted in 1948.
"In the law, Cannabis refers to Cannabis Sativa and any derived products. However, mature stems of cannabis and its products (excluding resin), and seeds of cannabis and its products are excluded."
This means "flowers" and "leaves" of cannabis plants are illegal; and CBD extracted from plant stems, roots, and seeds can be interpreted without violating the law.
Is It Legal to Import and Export to Japan?
The excessive supply of CBD in North American market has made american hemp growers and manufacturers facing plenty challenges in selling their products. So is Japan an alternative solution to this problem?
Yes, however, exporting to Japan requires fairly strict certifying and investigation process. This falls under the jurisdiction of MHLW (Ministry of Health, Labour and Welfare) of Japan.
First of all, CBD that would be exported to Japan must be extracted from seeds, stems, or stalks. This ultimately eliminates THC potency but increases the extraction cost largely due to ineffectiveness. Then the CBD import approval license needs to be obtained from MHLW of Japan. If any THC is found in the products or any violation of Cannabis Control Law, it will be confiscated and destroyed.
If found in violation of Cannabis Control Law for growing, importing, and/or exporting without approval or non-compliant with Cannabis Control Law, violators can face up to 10 years in prison and fine up to 3 Million yen.
If found in violation of Cannabis Control Law for possessing and/or transporting without approval or non-compliant with Cannabis Control Law, violators can face up to 7 years in prison and fine up to 2 Million yen.

Is It Legal to Bring Personal CBD Products from Abroad to Japan?
Yes. However, like what's explained previously, unlike the US where small amounts of THC (<0.3%) are acceptable, Japan is very strict and allows only those oil with 0 THC and only extracted from hemp stalks, and/or seeds. So it is recommended to bring associated COA with you along with your CBD products to demonstrate zero THC potency in your personal products.
